		<description>In light of the people who want to buy things and then not pay for them, what is wrong with a company who wants paid for it&#039;s services?  Would you rather they just turn their heads to bill dodgers and then ask for a government bail-out?</description>

		<description>Sounds like a city council issue, not a refuse collection company issue.  Why don&#039;t you go to council meetings and see what is going on and if you don&#039;t like it, speak up!!!  Council members are voted on by the citizens and if you and others like you speak up, maybe things can be changed, or maybe your council members need to be changed.  Waste Management negotiates it&#039;s contracts so that it can stay a strong leader in the refuse collection industry, however, these service contracts are normally put up for bids every three years or so and the fact that they received the contract for your city means that the city felt that they had the best price for the services offered.  In your case, the city, rather than taking on the burden of billing through the city water department, bailed out and decided to bill everyone through a list of property owners probably from your county/city auditor. Sounds like someone sucks, in your case, but you&#039;re blaming the wrong sucker.</description>

Property taxation is a different thing altogether. I get billed for MANY services that I don&#039;t use. Waterways, public schools, etc.

The City of Palm Bay is especially inept when it comes to public policy. They do ALL KINDS of crap in the city council chambers and either no one residing there cares or can&#039;t wrap their heads around the stupidity that they pass into law.</description>
